The method includes: determining, by the controller, that a first switching equipment is to cache data requested by a first data packet; and notifying, by the controller, the first switching equipment to cache the data requested by the first data packet, and notifying the first switching equipment to establish a first flow table entry according to issued match information corresponding to the first data packet and issued action instruction information corresponding to the first data packet, wherein the action instruction information corresponding to the first data packet is adapted to instruct the first switching equipment to forward the data cached in the first switching equipment and requested by the first data packet.

Aspects of the disclosure provide a handoff procedure for a satellite communication system such as a broadband low-Earth orbit (LEO) satellite communication system. A gateway and a user terminal (UT) coordinate and schedule a satellite-to-satellite handoff in such a way that there are no messaging round-trip delays between the last return service link (RSL) packet transmitted from the user terminal to the source satellite and the first RSL packet transmitted from the user terminal to the target satellite. Therefore, an outage on the return link (from the user terminal to the gateway) can be limited to the actual time for moving the antenna feed from the source satellite to the target satellite. Furthermore, an outage on the forward link (from the gateway to the user terminal) can be limited to a single round-trip delay in addition to the time for moving the antenna feed.

The present subject matter describes performing radio resource management (RRM) measurements by a WTRU in a 3GPP networks. The method comprise defining at-least one of: a) a channel condition threshold, b) a WTRU mobility threshold, and c) a measurement-reliability threshold. A first sub-set of reference-signal samples are measured out of a set of reference-signal samples based on sensing at least one of current channel conditions and mobility-conditions. A reliability-parameter associated with the first sub-set of measured samples is checked. Finally, network-measurement operation is concluded in case of the reliability-parameter being in accordance with the pre-defined reliability-thresholds.

The UE receives an RRC reconfiguration message from the first BS that includes a first command and a second command. The first command instructs the UE to begin a handover procedure from the first BS to a third BS. The second command controls usage of the switch gap configuration by the UE following a failure of the handover procedure. The UE initiates the handover procedure according to the first command. The UE may suspend reception of transmissions from the second BS following reestablishment of the RRC connection after the handover failure based on the second command.
