The present disclosure discloses a data communication method and a device, to resolve a prior-art problem of a high latency for switching a terminal device from an idle mode to a connected mode. The method includes: prestoring, by a terminal device, a TA indication list of a group of cells; performing, by the terminal device, cell selection or reselection, and obtaining a cell identity of a cell obtained after the selection or reselection; querying, by the terminal device based on the cell identity, the TA indication list of the group of cells for a TA value corresponding to the cell identity; and if the terminal device successfully finds, in the TA indication list of the group of cells, the TA value corresponding to the cell identity, sending, by the terminal device, an uplink Radio Resource Control (RRC) message in a random access-free manner.

The present invention discloses a method of data retransmission in coordination service transmission and access network gateway thereof. Wherein, the method includes: in coordination service transmission, access network gateway receives the service data requested by the coordination terminal, caches the data and transmits it to the corresponding destination terminal; the access network gateway executes retransmission strategy, and when decides data retransmission is needed, retransmits the cached data to the corresponding destination terminal. The access network gateway is used to receive the service data requested by the coordination terminal, to cache the data and transmit it to the corresponding destination terminal, to retransmit the cached data to the corresponding destination terminal when data retransmission is needed. Using the present invention, to the problem of service data retransmission in coordination service transmission, the service data transmission efficiency is effectively improved.

In another example, when reselecting to a different cell, the UE attempts to reselect to the different cell and remain in the inactive state. When transitioning to a connected state at the reselected cell, the UE sends a resume request including an identification of the first cell. In another example, when a high priority or a background PLMN search is performed in the inactive state, the results are cached and implemented the earlier of when a timer expires or the UE enters an idle state. In another example, a cell reselection criteria is altered in the inactive state to make it less likely that a cell reselection will occur.
