A method and terminal are provided in which a radio resource control (RRC) message is received which includes information instructing a version change from a first packet data convergence protocol (PDCP) to a second PDCP entity. First data is transferred from the first PDCP entity to the second PDCP entity in case that the first PDCP entity is changed to the second PDCP entity, and the first PDCP entity is released. A new PDCP header associated with the transferred first data is configured. The transferred first data is encrypted with a new security key. The first data is data having a value greater than or equal to a PDCP sequence number for which successful delivery is not acknowledged, from a radio link control (RLC) entity connected to the first PDCP entity, before reception of the RRC message.

Systems and methods are disclosed herein for Access and Mobility Function (AMF) re-allocation. In one embodiment, a method for AMF re-allocation includes, at an initial AMF, receiving a registration request for a User Equipment (UE) from a Radio Access Network (RAN), deciding to initiate an AMF re-allocation procedure, sending the registration request to the RAN for delivery to a target AMF for the AMF re-allocation procedure, and sending a UE security context of the UE to another Network Function (NF). The method further includes, at the target AMF, receiving a message from the RAN wherein the message includes the registration request from the UE, obtaining the UE security context of the UE from the other NF, and performing protected NAS signaling related to a registration procedure for the UE using the UE security context of the UE.

The resource processing method comprises: receiving, by UE, first signaling from a base station, wherein the first signaling is used to instruct to deactivate a first cell that provides a service for the UE, or used to instruct the UE to switch from a source bandwidth part (BWP) to a target BWP; and processing, by a media access control (MAC) entity in the UE, a first target resource by using a first target processing manner, wherein the first target resource is a resource in the first cell or the source BWP.

The UE sends a capability indication indicating that the UE is capable of resetting values of one or more parameters of the set of BWP parameters. The UE sends a subset indication indicating that the UE is capable of resetting values of one or more parameters of a subset of BWP parameters from the set of BWP parameters.

Methods, systems, and devices for wireless communications are described. A user equipment (UE) may communicate with a base station over a first bandwidth part (BWP) of a carrier. The UE may receive a beam failure recovery (BFR) configuration signal configuring a set of periodic channel state information reference signals (CSI-RSs) in the first BWP and a set of synchronization signals in a second BWP. The UE may measure the set of periodic CSI-RSs in the first BWP. The UE may set a beam for communicating with the base station over the first BWP based at least in part on the measuring. The UE may be a reduced bandwidth capability and support communicating with the base station using only one BWP.
