RRC connection resume method and apparatus
This application provides an RRC connection resume method and apparatus. In the method, when a terminal moves to a target base station, the target base station may reselect, based on a capability and a requirement of the target base station, a first encryption algorithm and a first integrity protection algorithm that are used when the target base station communicates with the terminal, and send the first encryption algorithm and the first integrity protection algorithm to the terminal. On one hand, a security algorithm used for communication between the terminal and the target base station is flexibly selected. On the other hand, because the base station connected to the terminal changes, communication security can be improved by using a new encryption algorithm and integrity protection algorithm.

Machine learning-based approach to network planning using observed patterns
In one embodiment, a network assurance service that monitors a wireless network identifies a set of wireless network anomalies detected in the wireless network that are associated with a set of one or more network measurements. The network assurance service classifies the set of wireless anomalies as radio-related or backend-related. The network assurance service, when the set of wireless anomalies are classified as radio-related, determines that the wireless anomalies are recurring for a particular wireless access point in the network. The network assurance service initiates a change to the wireless network in part to move clients in the wireless network from the particular wireless access point to another wireless access point in the network.

SYSTEMS AND METHODS FOR EFFICIENTLY CAUSING A SECONDARY CELL TO BECOME A PRIMARY CELL
In some implementations, a device may receive cell information regarding a current primary cell associated with a user equipment (UE), wherein the UE is further associated with a plurality of secondary cells. The device may determine, based on the cell information, that the UE is to be associated with a new primary cell, wherein the new primary cell is selected from the plurality of secondary cells. The device may generate configuration information indicating that: a particular secondary cell, of the plurality of secondary cells, is to become the new primary cell, and one or more other secondary cells, of the plurality of secondary cells, are to remain secondary cells. The device may provide, to the UE, the configuration information to configure the UE to communicate via the new primary cell.

MOBILITY BETWEEN NEW RADIO STANDALONE AND NON-STANDALONE MODES
This disclosure provides systems, methods and apparatuses for controlling user equipment (UE) functionality according to a second cell type bias mode, associated with the UE being within a coverage area of first and second cells of first and second cell types of a network. In some examples, the first cell type may operate in at least a first frequency band and according to a first communication mode and the second cell type may operate in at least a second frequency band and according to a second communication mode. The second cell type bias mode may correspond with a bias favoring the second cell type, the second communication mode, or combinations thereof.
