The configuration parameters may be based on the number of CSI processes supported by the wireless device.

If the user device is utilizing network slicing, then the second cell is selected from the one or more possible cells based on that cell also supporting network slicing. If the cell supports the same network slice as being utilized by the user device, then the handover of the user device to the second cell is initiated.

The area is selected based on signal performance parameters.
