The response message can comprise an indicator which indicates a fallback operation without the N26 interface. The method can comprise a step for transmitting an attach request message, which comprises a PDN connection request message, to the MME on the basis of the indicator.

Embodiments of the present invention provide a communication method and a communications device. The method includes: sending, by a base station, a message including measurement configuration to UE, where the measurement configuration is used to request the UE to report a cell global identifier of a cell; obtaining, by the base station, a measurement report reported by the UE, where the measurement report corresponds to the measurement configuration and includes the cell global identifier of the cell and band information of the cell; and performing, by the base station, cell handover based on the band information and the cell global identifier of the cell. By means of the present invention, the base station obtains complete and accurate band information of the cell, so that the base station can perform accurate handover decision, thereby avoiding handover failure.

Embodiments of the present invention provide a communication method and a communications device.
