A method for a wireless device to establish an RRC connection with a network for accessing a network slice of the network is provided. The method receives, from the network, an access control parameter configuration of an access category associated with the network slice while the wireless device is in a Radio Resource Control (RRC) inactive state (RRC INACTIVE). The method then initiates a random access procedure for establishing the RRC connection with the network to access the network slice according to an access control indicator of the access control parameter configuration of the access category.

Limiting mobility between networks based on cellID
Restricting mobility between networks by identifying and rejecting incoming mobility events (e.g. handovers) from unknown cell sites based on a cellID included in a handover request. Core network nodes e.g. MME, AMF, SMF, can detect and reject the incoming mobility events by comparing Cell ID with a white list or referring to a database. This improves over current 3GPP specifications and network vendor implementations that support restriction policies on the source but not on the target.

The method is performed by a UE and includes: reading system information of a plurality of cells on a first carrier frequency to obtain identification information of a plurality of PLMNs; reporting, by an AS entity of the UE, the identification information of the plurality of PLMNs to a NAS entity of the UE; selecting, by the NAS of the UE, one of the plurality of PLMNs as a selected PLMN; searching for the plurality of cells on the first carrier frequency during a cell selection procedure; and selecting a suitable cell belonging to the selected PLMN from the plurality of cells on the first carrier frequency based on the cell selection procedure.
Method and apparatus for PLMN selection and cell (re)selection
A method and an apparatus for wireless communications are provided. The method is performed by a UE and includes: reading system information of a plurality of cells on a first carrier frequency to obtain identification information of a plurality of PLMNs; reporting, by an AS entity of the UE, the identification information of the plurality of PLMNs to a NAS entity of the UE; selecting, by the NAS of the UE, one of the plurality of PLMNs as a selected PLMN; searching for the plurality of cells on the first carrier frequency during a cell selection procedure; and selecting a suitable cell belonging to the selected PLMN from the plurality of cells on the first carrier frequency based on the cell selection procedure.
Random access method and apparatus, and method and apparatus for sending PLMN identity
A random access method for a terminal includes: receiving a system message broadcasted by a target base station and initiating random access to the target base station; in response to a failure of the random access, determining a first operator to which the target base station belongs based on a first PLMN identity in the plurality of PLMN identities; and in response to a second operator, to which the terminal belongs, being different from the first operator, stopping a random access retry to the target base station and initiating random access to other base station except the target base station. The system message includes a plurality of public land mobile network (PLMN) identities with an order relationship.
Cell barring procedure in NTN
A UE may receive, from at least one cell via at least one bit in a MIB or a SIB, a barring indication based on a supported network of the at least one cell and a supported network of the UE. The supported network of the at least one cell may correspond to a TN or an NTN, and the supported network of the UE may correspond to a TN or an NTN. The UE may skip, based on the received barring indication, a selection of the at least one cell for communication. Accordingly, the UE may not camp on the at least one cell. The barring indication for NTN-supporting UEs and for TN-supporting UEs may be separately indicated via the MIB or the SIB.

A UE may receive, from at least one cell via at least one bit in a MIB or a SIB, a barring indication based on a supported network of the at least one cell and a supported network of the UE. The supported network of the at least one cell may correspond to a TN or an NTN, and the supported network of the UE may correspond to a TN or an NTN. The UE may skip, based on the received barring indication, a selection of the at least one cell for communication. Accordingly, the UE may not camp on the at least one cell. The barring indication for NTN-supporting UEs and for TN-supporting UEs may be separately indicated via the MIB or the SIB.
