Therefore, compared to a case in which wireless communication is performed by only the communication (A), MIDI data can be quickly transmitted and received, and thus occurrence of latency can be curbed.

After the 3GPP access with the network becomes available, the apparatus indicates to the network that the apparatus is reachable over the 3GPP access.

The terminal device receives the system message of the serving cell of the gNB from the eNB, to access the gNB.
