A first communication device for transmitting data to a second communication device comprises a storage device for storing instructions and a processing circuit coupled to the storage device. The processing circuit is configured to execute the instructions stored in the storage device. The instructions comprise compressing a first packet to a first compressed packet according to a compressor instance, wherein the first packet is associated to a flow identity (ID); generating a first Protocol Data Unit (PDU) comprising the flow ID and the first compressed packet; associating a first sequence number (SN) to the first PDU; encrypting the first PDU to a first encrypted packet; generating a first Packet Data Convergence Protocol (PDCP) PDU comprising the first SN and the first encrypted packet; and transmitting the first PDCP PDU via a first logical channel (LC) to the second communication device.

Embodiments of a Next Generation Node B (gNB) are described herein. The gNB may be configured with logical nodes, including a gNB central unit (gNB-CU) and a gNB distributed unit (gNB-DU). The gNB may initiate an El interface setup procedure, a bearer context setup procedure, and a UE context setup procedure to establish a UE context that includes a signaling radio bearer (SRB) and a data radio bearer (DRB) configuration. The UE context setup request message may be configured to include quality-of-service parameters for the DRB configuration.

Example embodiments of the present disclosure relate to UP transmission for a device in an inactive state. The first device in an inactive state performs a small data transmission procedure between the first device and a second device and transmits an indication to the second device. The indication indicates the following a presence of non-small data transmission data to be transmitted by the first device and information associated with the data. Through this solution, the second device may make a proper and reasonable determination about whether to resume a radio resource control connection with the terminal device and whether to stop the ongoing small data transmission procedure.
