When a non-access stratum (NAS) message is generated in an NAS layer of a user equipment, the NAS layer transfers the NAS message and type information to an access stratum (AS) layer of the user equipment. An AS message containing the NAS message is transmitted to a network. The type information indicates whether the NAS message is a first type message containing user data or a second type message without user data.

The method includes: AMF obtaining a Non-Access Stratum NAS message transmitted by a terminal, where the NAS message is to request to establish a new packet data unit PDU session connected to a same data network as an initial PDU session, and the NAS message carries first identification information of the initial PDU session and second identification information of the new PDU session assigned by the terminal; and transmitting a session management request to SMF corresponding to the first identification information. The session management request carries the first identification information and the second identification information, and the session management request is to cause the SMF to establish the new PDU session based on the first identification information and the second identification information. The new PDU session is connected to the SMF selected for the initial PDU session.

Provided are an architecture, method and apparatus for realizing communication between network functions. The network function establishes interworking with other communication domains via the interface function. An interworking interface between a network function and a selected interface function is identical to an interworking interface between the network function and a destination network function. With the architecture, the network function and the interface function are decoupled. The interworking between network functions within the communication domain and the interworking between the network function within the communication domain and the network function outside the communication domain are achieved by using only one type of interworking interface.
