A carrier tape has a central portion, and first and second rows of device pockets and dummy pockets. The device pockets are smaller in size than the dummy pockets. The pockets in each of the first and second rows are vertically aligned and are separated vertically from each other by an equal distance. Vertically aligned and adjacent pockets may be horizontally separated relative to each other by a constant dimension, a regularly or irregularly increasing or decreasing dimension, or both a regularly or irregularly increasing or decreasing dimension. Vertically aligned and adjacent pockets may also vary in positioning relative to an upper edge of the carrier tape in an increasing or decreasing regular or irregular dimension or both. The carrier tape may be layered on a reel during transportation.

A circuit board tape includes substrate units each including a sprocket-hole region, a layout region and a joining mark. There are odd and more than three sprocket holes on the sprocket-hole region. An imaginary line extended from the joining mark is extended to between a first layout and a second layout located on the layout region. The amount of the sprocket holes between the imaginary lines of the adjacent substrate units is odd. The circuit board tape is cut along the imaginary lines of the different substrate units so as to remove the defective substrate unit from the circuit board tape and divide the circuit board tape into a front tape and a rear tape. After joining the front and rear tapes, the region where a first layout on the front tape and a second layout on the rear tape are located is defined as a combined layout region.

The controller performs a first moving process in which the reels that are to be unloaded relatively early among the stored reels to the unloading waiting sections are moved by the moving section before receiving the instruction of unloading the reels, and a second moving process in which the reels stored in the unloading waiting sections are moved to the loading and unloading sections by the moving section in response to receiving the instruction.
