A transmitting system, a receiving system, and a method for processing a broadcast signal are disclosed. The receiving system comprises a tuner, a channel equalizer, a turbo decoder, a demultiplexer, a first error correction decoder, a block deinterleaver, and a second error correction decoder. The tuner receives a broadcast signal including a data group. The data group comprises mobile service data, regularly spaced known data sequences, and signaling data. The turbo decoder performs turbo decoding for the signaling data included in the channel equalized broadcast signal in the channel equalizer. The block deinterleaver performs block deinterleaving for the turbo-decoded FIC data in a block unit of TNoG (the number of all data groups assigned to one subframe)×51 bytes.

A method of Physical Multicast Channel (PMCH) decoding for Multicast Broadcast Single Frequency Network (MBSFN) by a UE includes decoding a Transport Block (TB) in a first sub-frame of a Multicast Channel Scheduling Period (MSP) by a Physical (PHY) layer in the UE; providing the decoded TB to a Media Access Control (MAC) layer; performing blind decoding on all received MBSFN sub-frames, until the PHY layer receives PMCH scheduling configuration from the MAC layer; selecting at least one Logical Channel IDentifier (LCID) and Multicast Transport Channel (MTCH) scheduling information for each LCID by decoding a Multicast Channel Scheduling Information Protocol Data Unit (MSI PDU), the MSI PDU present in the decoded TB; building a PMCH scheduling configuration by the MAC layer based on the selected at least one LCID and the MTCH scheduling information; passing the PMCH scheduling configuration to the PHY layer by the MAC layer; and applying the PMCH scheduling configuration.

A method to transmit paging messages to Machine Type Communication (MTC) devices in wireless communication is provided. The method includes establishing, by a first cluster head, a dedicated radio connection with at least one base station. The method also includes receiving a request from a plurality of MTC devices to transmit a signaling message. The signaling message includes a tracking area update (TAU) and paging information associated with the plurality of MTC devices. The method further includes storing information of the plurality of MTC devices associated with the first cluster head and base station corresponding to each of the MTC devices. The method includes fetching, by a Mobility Management Entity (MME), information of the base station associated with a serving MTC device based on receiving a data request from the at least one MTC device and transmitting the paging information to the base station associated with the serving MTC device.

Also, upon detecting that a targeted remote platform does not acknowledge a previously re-transmitted message and further upon detecting that this same remote platform has also not acknowledged a subsequent wirelessly-transmitted second message, the system can switch to automatically retransmitting that second message a lesser number of times than would otherwise be required.
