Usage information is determined that describes usage of different services by a user device. A combined usage of the different services utilized by the user device is determined and compared to monitoring criteria. When the monitoring criteria are satisfied, an electronic message is sent to an address associated with the user device.

A system and method for the management of a device, including the establishment and enforcement of policies/rules associated with feature or functions that may be performed with the device. Modern devices are capable of many things, including making and receiving calls, exchanging data, playing games and music, sending and receiving email, accessing web sites, and paying for goods and services. Depending on who is using the device, such as a child, student, or an employee, there may be a need or desire to regulate how that device can be used and to determine who will pay for what goods or services. In addition to providing all of the features associated with a device, service providers need to be able to establish and enforce rules (policies) regulating how and when that device can be used and who will pay for a good or service requested by the user of the device.

A method for providing local cordless service comprises the steps of receiving subscriber neighborhood zone selection input so that a mobile telephone equipped subscriber may place or receive calls for a fixed rate, for example, per month without having to pay radio frequency air time charges any time they are located within their selected subscribed-to zones. If the subscribed-to zones are adjacent to one another and the mobile subscriber roans from one zone to another, the subscriber may continue their fee call uninterrupted and without paying air time charges. However, when the subscriber roans outside their subscribed-to zones they may be switched from the present local cordless services to conventional personal communications services and pay air time charges. However for an active call, No air-time charges are incurred as the user transitions between the cellular/DPCS environment and the local cordless service environment.

The disclosed system provides a facility for split billing for a single user on multiple billing systems. The disclosed system activates the user on each respective billing system using a unique pairing, such as an international mobile subscriber identity that identifies the user, and a mobile station international subscriber directory number that identifies a particular user device. Receiving Internet Protocol (IP) data content having an associated file type and service port number is disclosed. Determining a level of service for a portable wireless transceiver is further disclosed. The level of service may be associated with the file type, the service port number and a saturation of users in a cell of the wireless transceiver. On a condition the level of service is determined to be a partial service level, data content may be delivered to the portable wireless transceiver at a limited data rate. On a condition the level of service is determined to be a full service level, the data content may be delivered to the portable wireless transceiver at a data rate higher than the limited data rate.
