The present disclosure relates to an image processing device and an image processing method that enable image processing to be performed with a smaller number of line buffers.
The image processing device includes a decoding unit that decodes a bitstream to generate an image according to an encoding standard in which a horizontal size of one tile is restricted for each level by a restriction value. The restriction value is set according to a maximum value MaxLumaPs of the number of luminance picture samples, and also restricts a vertical size of one tile. The present technology can be applied to, for example, an image processing system that performs encoding and decoding according to the VVC method.

A method for encoding a video sequence in a scalable video encoder to generate a scalable bitstream is provided that includes encoding the video sequence in a first layer encoder of the scalable video encoder to generate a first sub-bitstream, encoding the video sequence in a second layer encoder of the scalable video encoder to generate a second sub-bitstream, wherein portions of the video sequence being encoded in the second layer encoder are predicted using reference portions of the video sequence encoded in the first layer encoder, combining the first sub-bitstream and the second sub-bitstream to generate the scalable bitstream, and signaling in the scalable bitstream an indication of a maximum decoded picture buffer (DPB) size needed for decoding the second sub-bitstream and the first sub-bitstream when the second sub-bitstream is a target sub-bitstream for decoding.

The down-sampled frame is passed to an encoding module which encodes the down-sampled frame to generate an encoded frame. A set of residual data is generated by taking a difference between the decoded frame and the down-sampled frame and is encoded to generate a set of encoded residual data. The encoding comprises transforming the set of residual data into a transformed set of residual data. The set of encoded residual data is output to a decoder to enable the decoder to reconstruct the input frame. Measures are also provided to decode a signal.

The decoding method includes receiving a bit stream including a Network Abstraction Layer (NAL) unit that includes information related to encoded image, and parsing a NAL unit header of the NAL unit. The NAL unit header may not include 1 bit flag information that represents whether a picture is a non-reference picture or a reference picture in the entire bit stream during encoding.

The present invention relates to an image information decoding method. The decoding method includes receiving a bit stream including a Network Abstraction Layer (NAL) unit that includes information related to encoded image, and parsing a NAL unit header of the NAL unit. The NAL unit header may not include 1 bit flag information that represents whether a picture is a non-reference picture or a reference picture in the entire bit stream during encoding.
