DEBLOCKING FILTER FOR SUB-PARTITION BOUNDARIES CAUSED BY INTRA SUB-PARTITION CODING TOOL
A deblocking method is provided for deblocking a sub-partition boundary within a coding block during image encoding and/or image decoding process. The coding block is coded in an intra prediction mode and the coding block is partitioned into sub-partitions comprising a first sub-partition and a second sub-partition that is adjacent to the first sub-partition. The method comprises: determining a maximum filter length to be 1 for a first/second sub-partition when a width of the first or second sub-partition is 4 samples, or when a height of the first or second sub-partition is 4 samples; modifying a value of up to one sample of the first or second sub-partition, wherein the value of the up to one sample is obtained from a row or a column of the first or second sub-partition that is perpendicular to and adjacent to the sub-partitions boundary between the first sub-partition and the second sub-partition.

Encoding and decoding with merge mode and block partition index
An encoder includes circuitry and memory connected to the circuitry, and the circuitry, in operation: determines, based on a width and a height of a block, whether or not to disable a prediction mode in which the block is split along a partitioning line defined by a distance and an angle and then prediction is performed; and encodes the block with the prediction mode disabled or not disabled according to a result of the determination on whether or not to disable the prediction mode. Here, the distance is the shortest distance between the center of the block and the partitioning line, and the angle is an angle representing a direction from the center of the block toward the partitioning line in the shortest distance. The circuitry determines to disable the prediction mode when (i) a width-to-height ratio is at least 8 or (ii) a height-to-width ratio is at least 8.

The method for receiving the broadcasting signal comprises the following steps: receiving the broadcasting signal, which includes a transmission frame, wherein the transmission frame includes a plurality of PLPs, which transmit components that constitute a broadcasting service, first signaling information and second signaling information, which include the signaling information of the plurality of PLPs, a first preamble signal, which has been signaled with a preamble format, and a second preamble signal, which has been signaled with pilot pattern information, wherein one of the plurality of PLPs is a base PLP, which includes a program number that corresponds to the broadcasting service and program map table information, which has been signaled with identifying information for each of the PLPs; demodulating the broadcasting signal based on the first and the second preamble signals; FEC decoding the demodulated broadcasting signal; and identifying a PLP group that includes the plurality of PLP from the FEC decoded broadcasting signal based on the first and the second signaling information, decoding at least one PLP of the identified PLP group, and providing the broadcasting service.

NETWORK DEVICE AND ERROR HANDLING
A number of negatively affected (correctly received) packets due to packet loss is reduced by providing, and analyzing, error resilience in the packets of the sequence of packets and identifying, for each of runs of one or more lost packets of the sequence of packets, a first packet in the sequence of packets after the respective run of one or more lost packets, which carries a beginning of any of the tiles of the video data stream, and concurrently carries a slice, the slice header of which is contained in any of the packets of the sequence of packets not being lost. In particular, the side information overhead for transmitting the error resilience data is comparatively low compared to the reduction in negatively affected packets due to packet loss.
