The first network device may determine, based on a response to the authorization request, that the user device is subscribed to a service provided by the second service provider and that the user device is not authorized to connect to the network. The first network device may provide a temporary service to the user device to enable the user device to connect to the network for a limited period based on the user device being subscribed to the service provided by the second service provider and the user device not being authorized to connect to the network.

Based at least partly on the uplink eNB indicator, the UE may transmit uplink traffic packets to the uplink eNB as part of the split DRB. The uplink eNB may be selected from a group that includes the MeNB and the SeNB.

Embodiments herein disclose methods and system for verifying permissions of the UE to access a CAG cell based on the UE's Subscription identifier, before performing the primary authentication. The method for mitigating DOS attacks in wireless networks includes requesting a public land mobile network for accessing a non-public network (NPN) through a CAG cell, verifying the permissions of a UE to access the requested NPN through the CAG cell, and performing a primary authentication.
