Methods and systems for dynamic spectrum arbitrage
Methods, devices, and systems of various embodiments involve dynamic spectrum arbitrage (DSA) to determine, in a first server, an amount of radio frequency (RF) spectrum resources available for delivery of advertisements. A first DSA-advertisement lease proposal may be sent to a telecommunications exchange. The first DSA-advertisement lease proposal indicates the amount of RF spectrum resources available for delivery of the advertisements. A lease confirmation message may be received, including an ad-information unit configured to deliver content of an advertisement within a designated geographic zone. Advertisement-lease parameters may be sent to a second server in the first communication network. The advertisement-lease parameters may include the ad-information unit and identify the designated geographic zone for delivery of the advertisement to user equipment (UE) situated therein. An ad-report message may be received from the second server reporting delivery of the advertisement to UEs within the designated geographic zone.

A system and method of communication, comprising establishing a first connection between the user equipment and a first non-public packet switched network which assigns a first non-public packet switched network address to user equipment; establishing an open signaling channel which communicates between the user equipment and a remote server through a cellular telephone network according to a public switched telephone network address associated with an International mobile subscriber identity; communicating an identification of the first non-public network and the first non-public packet switched network address over the open signaling channel to the remote server; and establishing a real time voice communication from the remote server to the user equipment through the first connection based on a call routed through the remote server to the public switched telephone network address.
Method for controlling transmission power, and apparatus for same
A method for controlling transmission powers by a communication apparatus in a wireless communication system supporting a plurality of component carriers. When a sounding reference symbol (SRS) transmission overlaps with a physical uplink shared channel (PUSCH) transmission in a time domain, the communication apparatus checks whether a total of a PUSCH transmission power for the PUSCH transmission on a first component carrier and a SRS transmission power for the SRS transmission on a second component carrier exceeds a maximum transmission power configured for the communication apparatus, and drops the SRS transmission if the total of the PUSCH transmission power and the SRS transmission power exceeds the maximum transmission power configured for the communication apparatus.
System and Method for Utilizing Stored Higher Layer Information
A method for operating a station during a discovery process includes transmitting a first Layer 2 frame to an access point (AP), the first Layer 2 frame including a first version number associated with first higher layer information and an identifier of a protocol associated with both the first higher layer information and the first version number, receiving a second Layer 2 frame from the AP including an indication that a second version number associated with a second higher layer information is the same as the first version number, and deciding whether to perform a network selection process in accordance with the first higher layer information.
Method and system for managing handover in radio access networks
A method and system for managing handover from a first radio access network to second radio access network is provided. The method includes receiving information associated with one or more neighboring cells from a User Equipment (UE). The information associated with the one or more neighboring cell is measurement reports. Thereafter, the method deciding to perform Handover (HO) based on the measurement reports for the UE from the first radio access network to the second radio access network. Further, the method identifies a target cell from the one or more neighboring cells. The method then determines target cell capabilities. Thereby, the method sends at least one of a handover required message and a relocation required message along with the target cell capabilities to a core network element. The core network element then manages voice bearers and non-voice bearers based on the target cell capabilities.
Method and system for managing handover in radio access networks
A method and apparatus are provided for a handover (HO) by a Mobility Management Entity (MME). The method includes receiving, from an evolved Node B (eNB), a handover required message including information indicating whether the HO is for a circuit switched (CS) network or both a CS network and a packet switched (PS) network; splitting a voice bearer from another bearer based on the information; and transmitting a handover command message to the eNB.
DATA FLOW MOBILITY
A wireless transmit/receive unit (WRTU) may communicate using a data flow that is defined according to flow identification information (FII). The WTRU may participate in the transfer of the data flow between access networks of diverse radio access technologies. The WTRU may communicate with a mobility function to obtain access network and mobility policy information. The mobility function may be, for example, an Access Network Discovery Function (ANDSF). The mobility policy information may describe the conditions by which the transfer of data flows between access networks may be permitted.

To more appropriately maintain a wireless communication connection, a communication apparatus obtains an identifier of a first network connected, by a first wireless communication scheme, to another communication apparatus; searches for a second network by the first wireless communication scheme, which exists on the periphery, and obtains an identifier of the second network; and transmits, if the identifier of the first network and the identifier of the second network are different, a predetermined notification signal to the other communication apparatus via communication by a second wireless communication scheme with lower transmission power than the first wireless communication scheme.
Peer-to-peer traffic localization
The present invention relates to a method for localization of peer-to-peer packet data traffic in a mobile network comprising a core network and at least one radio access network (RAN). The method comprises obtaining data traffic information for a packet data connection between two peers located in the RAN and where the connection is passing through a packet gateway node P-GW in the core network. If it is determined that the packet data connection is carrying peer-to-peer traffic, the PG-W requests localization policy information from a policy control function entity PCRF. The PCRF returns localization policy information related to the two peers and if localization is permitted, the P-GW requests a mobile management function entity to move the data traffic from the existing packet data connection to another packet data connection passing through another (local) packet gateway node L-GW which could be located in the same RAN as the peers.

A method of operating a user equipment in a communications system including at least one cell that is controlled by a radio access node. The method includes maintaining current state information relating to the user equipment, the state information including at least one state information part associated with features for which state information reporting is configured in at least one cell, at least one state information part being associable with a plurality of different values, receiving an indication from the radio access node regarding state information held by the radio access node relating to the user equipment, determining whether to report current state information relating to the radio access node on the basis of the received indication, and reporting a current value associated with at least a given state information part to the radio access node.
