A user communications device having active and idle states operates in a cellular communications network in which user communications devices communicate via network communications devices of cells of the network. History data identifying the cells in which the user communications device has been present whilst in the idle state is maintained. This history data is used by the user communications device or by a network communications device to enable adjustment of cell selection/reselection parameters for the user communications device in the active state.
SERVICE DATA TRANSMISSION METHOD AND APPARATUS
Embodiments of the present invention provide a service data transmission method and an apparatus, and relate to the communications field, so as to resolve a problem that spectrum utilization in the prior art is relatively low. The method includes: obtaining, by a base station, use permission of at least one first spectrum; broadcasting, by the base station, a service migration message to a terminal by using a second spectrum, where the service migration message is used to instruct the terminal to receive service data on the at least one first spectrum; and sending, by the base station, the service data to the terminal by using the at least one first spectrum. The embodiments of the present invention are applicable to a case in which a base station sends service data to a terminal.
MOBILITY MANAGEMENT PROCEDURE INITIATION METHOD AND DEVICE
Embodiments of the present disclosure disclose a mobility management procedure initiation method and a device, where the method may include: when a quantity N of failures of a mobility management procedure initiated by a device to a core network entity is greater than or equal to a first threshold, determining, by the device, whether N pieces of failure information include first information used to indicate a failure in establishing a radio resource control protocol connection; when the device determines that the N pieces of failure information include the first information, setting, by the device, an initiation condition parameter for initiating the mobility management procedure; and initiating, by the device, the mobility management procedure based on the initiation condition parameter. The present disclosure can improve a network access speed of the device.
Dynamic radio coverage area transition management with coordinated handover
In a cellular communication system, a coverage area configuration transition is performed where a compensation service area is expanded to cover at least a portion of an energy saving service area of an energy saving cell employing the same frequency channel as the compensation service area. An energy saving communication station providing the energy saving cell is configured to deactivate the energy saving service area. Handovers to the compensation service area are prepared for the UE devices in the energy saving service area. The energy saving communication station sends a expansion notification to a compensation communication station where the notification at teas!indicates that the compensation service area can be expanded. The energy saving communication station transmits handover commands to the UE devices prior to expansion of the compensation service area and reduction of the energy saving service area.

The present invention provides a DRX control method and system in which power consumption of a mobile station can be reduced and an increase in the load of a network can be suppressed. A source base station forwards Dormancy Context, which is information for controlling the activity level of a mobile station that performs inter base station handover, to a target base station and, immediately after the mobile station completes handover, the target base station performs DRX control of the mobile station using the Dormancy Context.
System and method to facilitate service hand-outs using user equipment groups in a network environment
An example method is provided in one example embodiment and may include grouping a plurality of user equipment served by a serving cell radio into one or more groups based on an approximate location of each of the plurality of user equipment and a proximity of each of the plurality of user equipment in relation to each other; selecting a master user equipment for each group; receiving inter-frequency measurement information or inter-Radio Access Technology (RAT) measurement information associated with one or more neighboring cell radios; receiving a first service request for a first user equipment of a particular group; and selecting a particular neighboring cell radio for a service hand-out of the first user equipment based, at least in part, on the first service request and inter-frequency measurement information or inter-RAT measurement information received from a particular master user equipment for the particular group.

A user equipment (UE) is described that includes a PDCCH receiver configured to receive a PDCCH with a DCI format, the PDCCH scheduling a first physical uplink shared channel (PUSCH) in subframe n and a second PUSCH in subframe n+1, the DCI format including an information field for indicating that a starting position of the first PUSCH is later than an initial boundary of an initial symbol of the subframe n. The UE also includes a channel sensor configured to perform a first channel access before the first PUSCH. The UE further includes a PUSCH transmitter configured to transmit the first PUSCH and the second PUSCH, in a case when the first channel access is successful. The channel sensor is further configured to, in a case when the first channel access is not successful, perform a second channel access before the second PUSCH.

In some embodiments, a method comprises blocking mobile devices from establishing new connections to a cell, ending existent connections of mobile devices to the cell gradually based on a shutdown procedure, and locking the cell after the shutdown procedure. The shutdown procedure is configured according to pre-defined parameters that indicate to end the existent connections based on at least one of a priority level of existent connections or an activity level of existent connections.

A method performed by a connectivity-related network entity is provided. The method includes: receiving, from a Packet Data Network (PDN) gateway and a Serving Gateway (SGW), a Short Message Service (SMS) message to be sent in a downlink; determining to use a control plane only, out of the control plane and a user plane, for transferring the SMS message; transmitting a trigger message to a user equipment to initiate establishment of connectivity with the user equipment via the control plane only and not via the user plane, wherein the user equipment starts a timer when the establishment of the control plane connectivity is initiated; receiving a response message from the user equipment; encapsulating the SMS message in a security protected Non-Access Stratum (NAS) message; and transmitting the security protected NAS message to the user equipment, in receipt of which the user equipment stops the timer.
