Described is an apparatus of a User Equipment (UE). The apparatus may comprise a first circuitry, a second circuitry, and a third circuitry. The first circuitry may be operable to determine that the UE is in an Inactive Radio Resource Control (RRC) state. The second circuitry may be operable to process a first transmission received by the UE while the UE is in the Inactive RRC state, the first transmission carrying a set of one or more Access Control (AC) parameters. The third circuitry may be operable to regulate the sending of a second transmission, in accordance with the set of one or more AC parameters, while the UE is in the Inactive RRC state.

A method for sending system information includes: receiving a system information (SI) request sent by at least one user equipment (UE); determining, according to the received SI request, at least one, in the SI requested by each UE, of a first SI set sent in a unicast manner and a second SI set sent in a broadcast manner; and returning, to each UE, a response message of the SI request, wherein the response message carries at least one of the first SI set of the corresponding UE and indication information for instructing the corresponding UE to receive the second SI set.

A first AMF device receives a first request message, where the first request message includes an identifier of a first network slice that a terminal requests to access and an identifier of a tracking area in which the terminal is located. When the first AMF device determines that the tracking area supports the first network slice, the first AMF device sends a response message, where the response message includes a first radio access selection priority index corresponding to the first network slice. The first radio access selection priority index is for selection of an access network device that supports the first network slice at the terminal. Even if an access network device currently accessed by the terminal does not support the first network slice, the terminal may re-access the access network device that supports the first network slice.

A first AMF device receives a first request message, where the first request message includes an identifier of a first network slice that a terminal requests to access and an identifier of a tracking area in which the terminal is located. When the first AMF device determines that the tracking area supports the first network slice, the first AMF device sends a response message, where the response message includes a first radio access selection priority index corresponding to the first network slice. The first radio access selection priority index is for selection of an access network device that supports the first network slice at the terminal. Even if an access network device currently accessed by the terminal does not support the first network slice, the terminal may re-access the access network device that supports the first network slice.
