Preferably, the body is made of a blend of plastic, such as PVC, and a dielectric ceramic. The RFID is preferably sandwiched between layers of a high frequency circuit material including top and bottom layers and a center layer have a hole for receiving the RFID. Preferably, the layers of high frequency circuit material have a dielectric constant of 2.5-4 and a loss tangent of 0.002-0.006.
