A moderating component and/or process receives a network request of the application, evaluates the network connectivity quality for the application according to the information in the communication queue, and moderates the network request activity of the application commensurate with the network connectivity quality.

The controller instructs the selected cache server to deliver the content. The cache server instructed calculates a bit rate based on a signal received from the terminal. The cache server reads content from the terminal, which is to have the on-screen resolution and a bit rate not higher than the calculated bit rate. The content is stored in a packet and transmitted, then delivered without reducing the user's QoE.

The packet is decoded and processed by the processor, and sent to an output. When the processed packet is sent, a second value of the system timer is read, adjusted and stored as a departure time-stamp. The arrival time-stamp and the departure time-stamp are used to calculate an adjustment stimulus for a sample rate actuator of the electronic device. The sample rate actuator is configured to maintain synchronization of sampling rate with an external packet rate.

Through the embodiments, compressing and uncompressing are evaluated based on the transfer completion time before data transfer, so as to select a transfer manner suitable for data to be transferred and for devices that perform data transfer.

When receiving a first data packet, an agent node adds a source queue pair number to a first data packet to obtain a second data packet, and sends the second data packet to a receive end by using a network node. In a process of forwarding the second data packet, if the network node detects network congestion, the network node generates a first congestion notification packet carrying the source queue pair number, and sends the first congestion notification packet to the agent node. Further, the agent node sends the first congestion notification packet to a transmit end, so that the transmit end decreases a sending rate of a data flow to which the first data packet belongs.
