The server can determine an outage status for the particular geographical region based on the signal-reception-related information. The server can generate an output based on the outage status. The output is configured to provide information related to the outage status of the particular geographical region and information for possible responses related to the outage status. The server can send the output.

The processor also estimates a first number of people present in the viewing area and a second number of people engaged with the video. The processor further quantifies the viewer engagement of the video based on the first number of people and the second number of people.

The RF information can be provided more frequently to allow real-time modifications to streaming video data. Existing protocols are reactionary in nature and perceive changing channel conditions indirectly. By providing RF information from the baseband unit on a low latency channel, modifications to the video stream can be made before an impact would be noticed at the protocol level. Also, policy information can be used to influence the changes made to streaming data in addition to the RF information.
