The device designates a first network device or a second network device as a designated network device to be an IP anchor point for the application based on a set of rules. The first network device is designated as the designated network device when the application is the low latency application, or the second network device is designated as the designated network device when the application is the best effort application. The device provides, to the user device, information informing the user device that the designated network device is to be the IP anchor point for the application, and provides, to the network, information instructing the network to utilize the designated network device as the IP anchor point for the application.

The example embodiments provide a mechanism in PMIP protocol stack, to allow a Mobility Access Gateway/Local Mobility Anchor (MAG/LMA) node such as SGW (which may be supporting both PMIP draft and PMIP RFC) to decide which PMIP protocol stack shall be used to communicate to the peer node, i.e. LMA/MAG.

A message indicating an attachment of the MN to the mobile network is received selecting a first user plane (UP) anchor node. A first set of home network prefixes (HNPs) are allocated to the MN. An IP traffic flow using a first HNP prefix is established between the MN and a correspondent node (CN) along a first network pathdefined at least in part by the first UP anchor node and an anchor node of the CN. In response to a handover of the MN, a message indicating a subsequent attachment of the MN is received selecting a second UP anchor node. The second UP anchor node is instructed to host the first HNP prefix previously allocated by the first UP anchor node.
