A P25 radio can be configured to implement a key management facility to thereby manage keysets for and provision the keysets on other P25 radios in a communications system. The P25 radio, as a radio, can directly communicate with the other P25 radios to provision keysets in accordance with the OTAR protocol. The P25 radio may also be configured to function as a key fill device to thereby provision keysets manually on any of the other P25 radios to which it may be physically or wirelessly connected. In a method for configuring a Software Defined Radio (SDR) capable user equipment, the SDR capable user equipment wirelessly loads an SDR program from a radio access network. The SDR capable user equipment executes the loaded SDR program, the SDR program on execution configuring the SDR capable user equipment to support a desired wireless communication technology. The SDR capable user equipment loads the SDR program using a dedicated SDR configuration channel, the dedicated SDR configuration channel being disjoint with any communication channel defined by the desired wireless communication technology. The SDR capable user equipment scans a predetermined frequency spectrum searching a broadcasted beacon. The SDR capable user equipment receives the broadcasted beacon and tunes to the dedicated SDR configuration channel or a subchannel thereof pointed to by a pointer for loading the SDR program.

The method includes the steps of receiving a MAC address of the device by a subsystem of the system and creating instructions that, when executed, cause the device to launch a subprogram in an application, A user then starts working with the subprogram. A subprogram user identifier or reference thereto is provided in the user's identification subsystem. A reference to the device MAC address associated with the subprogram user identifier is passed to the user identification subsystem, and the user identification subsystem saves the reference to the user identifier and the reference to the device MAC address associated therewith. The proposed method and device allow for simplifying the procedure for identifying the user.

Some aspects of this disclosure relate to apparatuses and methods for implementing techniques for support mobility in a wireless network for user equipments (UEs) with varying capabilities. A UE can receive a first system information from a serving base station, where the first system information includes a UE capability condition associated with a neighbor base station, and determine whether a UE capability meets the UE capability condition associated with the neighbor base station. When the UE capability condition is met, the UE can determine whether a first measurement of a first reference signal received from the serving base station and a second measurement of a second reference signal received from the neighbor base station satisfy a threshold condition. When the threshold condition is met, the UE can obtain a second system information from the neighbor base station, indicating the UE has performed handover to the neighbor base station.
