A cell measurement method. According to the method, a terminal device determines that a first cell as a camped cell of the terminal device; and then determines that the terminal device is in a target environment. The terminal device further obtains a signal strength of the first cell and performs a measurement on a second cell when the signal strength of the first cell is less than a first threshold and greater than a second threshold. The second cell determined by the terminal device based on the target environment. The terminal device switches the camped cell of the terminal device from the first cell to the second cell when a measurement result of the second cell meets a handover condition.

Systems and methods for enabling a handover decision are disclosed. In one embodiment, a method is disclosed comprising configuring a UE with a first offset and a second offset, the second offset greater than the first offset; instructing the UE to enter a handover decision state upon receiving a first measurement report from a UE indicating that a neighbor cell has a better received signal strength than the serving cell by the first offset; instructing the UE to send periodic measurement reports with signal strength of the serving cell and the neighbor cell; delaying handover decision by remaining in the handover decision state until receiving a second measurement report from the UE; and instructing the UE to hand over to the neighbor cell when the neighbor cell has a better received signal strength than the serving cell than the second offset.

The base station sends a handover request to a target base station, where the handover request carries type information of a core network used for indicating the type of core network which the UE to be handed over between base stations needs to access. The base station receives a handover response sent from the target base station, where the handover response indicates whether the target base station allows the UE to be handed over to the target base station, and the handover response is sent by the target base station according to the type information of a core network and the type of at least one core network connected to the target base station.

Provided are a neighbor relation maintenance method and apparatus, including: a first node configuring measurement and instructing a terminal to report ANR-related information, or requesting a second node to configure measurement and instruct the terminal to report the ANR-related information. If the first node configures measurement and instructs the terminal to report ANR-related information, the first node maintains a neighbor relation of a cell in the first node based on the ANR-related information, and forwards the ANR-related information to the second node for maintaining a neighbor relation of a cell in the second node; if the second node configures measurement and instructs the terminal to report ANR-related information, the second node maintains the neighbor relation of the cell in the second node based on the ANR-related information, and forwards the ANR-related information to the first node for maintaining neighbor relation of the cell in the first node.

According to an embodiment of the present disclosure, a method performed by a wireless device comprises: identifying a first cell which satisfies a mobility condition for the first cell included in a conditional mobility command of the first cell; and based on a determination that a target cell configuration for the first cell is unavailable, transmitting a report comprising information for an unavailability of the target cell configuration for the first cell.

Aspects relate to Layer 1/Layer 2-centric inter-cell mobility communication systems where measurement information from at least one user equipment (UE) is sent to a base station. Based on this information, the base station may select at least one of a remote radio head (RRH), a serving cell, or a cell assigned with a physical cell ID that serves a particular UE using one of Layer 1 or Layer 2 control signaling based on the received measurement information and a system serving cell configuration or mode of operation. Additionally, an indication may be provided of whether cell configurations are the same for target and source cells in an inter-cell handover and a UE may utilize the same source cell configuration during a handover when connecting with the target cell when the configurations match or at least partially match.

In some implementations, a device may receive cell information regarding a current primary cell associated with a user equipment (UE), wherein the UE is further associated with a plurality of secondary cells. The device may determine, based on the cell information, that the UE is to be associated with a new primary cell, wherein the new primary cell is selected from the plurality of secondary cells. The device may generate configuration information indicating that: a particular secondary cell, of the plurality of secondary cells, is to become the new primary cell, and one or more other secondary cells, of the plurality of secondary cells, are to remain secondary cells. The device may provide, to the UE, the configuration information to configure the UE to communicate via the new primary cell.

A method for cell management, a terminal, and a network-side device are provided. The method, applied to a terminal, includes: receiving configuration information sent by a network-side device, where the configuration information includes an evaluation period and a trigger condition for triggering the terminal to perform a cell management operation; and if the duration of satisfying the trigger condition is less than the evaluation period, skipping performing the cell management operation; and/or if the duration of satisfying the trigger condition is greater than or equal to the evaluation period, performing the cell management operation.
