The mobile station retransmits data or a preamble if the mobile station does not receive a notification that the base station has received the data or the preamble correctly after a predetermined time. The base station transmits the transmission power information over a BCH and a CPICH transmitted to a plurality of mobile stations.

First repetitions, of the repetitions of a transport block, with a first transmission power based on the first RS are transmitted via the uplink resources. Second repetitions, of the repetitions of the transport block, with a second transmission power based on the second RS are transmitted via the uplink resources.

The method includes steps of receiving a protocol data unit (PDU) from a Radio Link Control (RLC) layer; transmitting a signal including the PDU based on a specific coverage enhanced (CE) level to a network; when a transmission of the signal to a network is failed, determining whether a current CE level is changed or not from the specific CE level; if the current CE level is changed from the specific CE level, transmitting an indication requesting a retransmission of the PDU, to the RLC layer; receiving the PDU from the RLC layer; and transmitting a signal including the PDU based on the current CE level to the network.

In embodiments, a device may attempt auto-negotiation with another device in which transmit power levels are increased in an attempted to establish the link. In embodiments, an approach to establishing a link comprises setting the device in static mode but enabling link training. In yet another embodiment, a hybrid approach to interfaces link up may comprise having auto-negotiation with increasing transmit power attempts enabled by default, followed by static mode link up with link training enabled, in the case the auto-negotiation fails.
