In some aspects, a user equipment (UE) may receive a response message associated with a random access message, wherein the response message includes an identifier of the UE; select a format of an uplink channel or an uplink signal for acknowledging successful decoding of the response message; determine a transmit power for hybrid automatic repeat request (HARQ) acknowledgment (ACK) information based at least in part on at least one of: a message type of the response message, a mode of random access associated with the random access message, a power control configuration used by a previous transmission of the random access message, or the format of the uplink channel or the uplink signal; and transmit the HARQ ACK information using a power control procedure based at least in part on the transmit power.
