The method includes: receiving, in a first network, a paging message that is from a first network device and that is used to page a first terminal device, where the paging message includes first information, and a network type of the first network is a first network type; and determining, based on the first information, a second network associated with the paging message that is used to page the first terminal device, where a network type of the second network is a second network type. The first network type is a non-public network and the second network type is a public network, or the first network type is a public network and the second network type is a non-public network. Cross-network paging between networks of different network types can be supported.
