Methods and apparatus for managing the power transmit level of Citizens Broadband Radio Service Devices (CBSDs) in a Citizens Broadband Radio Service Network. In an exemplary method embodiment a CBSD is operated to: (i) receive from a Spectrum Access System one or more of: (a) a power headroom threshold value used to identify cell edge user equipment devices (UEs) or (b) a channel quality indicator threshold value used to identify cell edge user equipment devices; receive a power down command from the SAS; (ii) identify based on one or more of the received power headroom threshold value and the received channel quality indicator threshold value cell edge UEs being serviced by the CBSD; and (iii) decrease transmit power of the CBSD by an estimated amount of transmit power required to support the identified cell edge UEs.

Some embodiments include systems and methods for establishing incident communications networks. The system can include an incident controller, a communications resource database that stores communications resources information, and a marshalling rules module that stores a set of marshalling rules. The incident controller can use a marshalling rule to identify and select the communications resources to be marshaled into the incident communications network based on an incident trigger. Upon receipt of an incident trigger, the incident controller is configured to establish the incident communications network by obtaining a marshalling rule based on the incident trigger. The incident controller marshals communications resources based on the marshalling rule and the communications resources determined to be available. Information sources can either provide an incident trigger (e.g., a hurricane warning) or provide data to be analyzed to determine an incident trigger. In some embodiments, an incident communications network includes one or more mobile interoperability workstation.

An exemplary system and method for dynamic channel allocation in an LMR system includes using one or more preference indicators to dynamically determine a channel allocation priority to be used for channel allocation when channel allocation requests are received. The preference indicators may include a channel failure indicator (e.g. a channel health indicator based on repeater failures), a channel priority indicator, a radio frequency interference indicator, a high reflected power indicator, an excessive current drain indicator, a loss of backbone communications indicator, and a channel usage indicator. If more than one preference indicator is used, the channel priority ranking may be determined using any of a variety of weightings and prioritizations of the various preference indicators to dynamically generate the channel allocation priority. The dynamic channel allocation system may include one or more site controllers, servers, and/or one or more processors configured to implement the method of dynamic channel allocation.
