When a handover request for performing a handover of a terminal (70) from a macro cell C1 to a CSG cell C2 is received from an SeNB 10 (S8), a base station (TeNB) (40) of the CSG cell C2 transmits a handover response in accordance with a handover enabled/disabled state (S12). The handover response includes an identifier of the terminal (70) in the CSG cell C2. Upon receiving the response, the SeNB (10) notifies the identifier to the terminal (70) (S14). The TeNB (40) repeatedly transmits a dedicated signal containing a handover command via a dedicated channel set using the identifier at an interval shorter than a gap period (S18). Accordingly, whether or not access is permitted can be judged promptly and a smooth handover can be realized.

An apparatus configured to operate in a network comprises: control circuitry configured to perform a selection operation to select a preferred base station from one or more base stations in the network, each base station having a backhaul connection; connection circuitry configured to connect to the preferred base station; and communication circuitry configured to receive characteristic data of the backhaul connection of each of the one or more base stations. An exemplary method embodiment includes the steps of: receiving, by a Spectrum Access System (SAS), a channel message from a Citizens Broadband Radio Service Device (CBSD); selecting, by the SAS, in response to the received channel allocation message, a first frequency spectrum channel from a plurality of available frequency spectrum channels based on a type of traffic the CBSD is carrying; assigning, by the SAS, the selected first frequency spectrum channel to the CBSD for use in wireless communications with user equipment devices; communicating, by the SAS, information identifying the assigned first frequency spectrum channel to the CBSD. When the determined type of traffic being carried by the CBSD is said uplink dominated traffic basing said first frequency spectrum channel selection on adjacent channel interference.
