The stator core has a plunger accommodating portion and a shaft accommodating portion that accommodates the shaft and attracts the plunger. The plunger accommodating portion has a cylindrical core portion that accommodates the plunger inside, and a flange portion that is provided radially outward at an end of the core portion on the bottom portion side and is welded to the bottom portion of the container. A ring core provided on the opposite side of the shaft accommodating portion to the plunger accommodating portion is provided.

A back iron having a passage for a power supply line of the coil is placed on the coil carrier. The wire ends of the coil are co-located adjacent to one another in an outlet area of the coil carrier, and the back iron has a radial slot which extends from the outer edge of the back iron to the passage and has a width which corresponds at least to the width of the outlet area.

On passing a current exceeding a first current value, through the winding, one of the actuators is actuated, and on the current exceeding a second current value, other actuator is also actuated.

A hot isostatic pressing process is performed to the non-magnetic member, the first magnetic member and the second magnetic member to establish diffusion-bond. Thereafter, the non-magnetic member, the first magnetic member and the second magnetic member are hollowed, and the first bonding portion and the second bonding portion are removed. Thereafter, the non-magnetic member becomes a non-magnetic body, the first magnetic member becomes a first magnetic body, the second magnetic member becomes a second magnetic body and a sleeve is obtained.

In the passive position, the piston and the core may define an axial gap therebetween in the cavity. The coil wire may have a first winding section and a second winding section wound in opposing directions. At least one winding of the second winding section may axially overlap the axial gap.
