The water pipe is put in a freezer or cooling source for a specified amount of time, and thereafter the base insert is filled with water. Once filled with water, the top assembly is inserted on top of the base insert. Tobacco, medicinal herbs, and/or oils are placed in a bowl or other apparatus connected to the downstem with one end submerged in water and one end exposed to ambient air. As the smoke or vapor percolates and passes through the water pipe the smoke or vapor is cooled down.
