A method of path loss estimation at a user equipment (UE) comprises receiving a downlink cell-specific signal block comprising a synchronization channel and a broadcasting channel demodulation reference signal; receiving control information indicative of a signal transmission power of the downlink cell-specific signal block; and determining an estimated path loss for the UE based at least in part on the signal transmission power of the downlink cell-specific signal block and a received power of the downlink cell-specific signal block filtered using a layer 3 filtering coefficient.

A wireless device receives one or more radio resource control (RRC) messages. The one or more RRC messages comprise configuration parameters, for physical uplink shared channel (PUSCH), indicating: a plurality of power control parameter sets; and a plurality of pathloss reference signals (RSs). A medium access control control element (MAC CE) is received. The MAC CE indicates: an identity of a power control parameter set of the plurality of power control parameter sets; and a pathloss RS, of the plurality of pathloss RSs, associated with the power control parameter set. A downlink control information is received. The downlink control information indicates: the identity of the power control parameter set; and one or more uplink resources of the PUSCH. A transport block with a transmission power determined based on the pathloss RS associated with the power control parameter set is transmitted via the one or more uplink resources.

A wireless device receives configuration parameters indicating resource configurations of reference signals for a layer 1 reference signal received power (RSRP) reporting of a secondary cell. A control element indicating activation of the secondary cell is received. In response to the control element, a layer 1 RSRP report is transmitted. The layer 1 RSRP report comprises: a first field indicating a reference signal of the reference signals of the secondary cell; and a second field indicating a layer 1 RSRP value of the reference signal.

An embodiment provides a user Equipment (UE) comprising circuitry configured to: decode a Reference Signal (RS) received from an access node; and determine beam quality for one or more beam pair links (BPLs) of the RS between the UE and the access node based on the decoded RS, wherein each of the BPLs comprises a transmit (Tx) beam of the access node and a receive (Rx) beam of the UE. Also provided is a procedure of RLM. At least some embodiments allow for beam recovery request for UE beam refinement, and allow for determining whether radio link failure (RLF) occurs.
