A receiving device determines that a first PHY needs to be added to a first FlexE group in a working state. The receiving device performs a deskew on the first PHY or each PHY in the first FlexE group based on a received data stream corresponding to the first PHY and a received data stream corresponding to each PHY in the first FlexE group, and restores a data stream corresponding to a client from a PHY in the first FlexE group. If a skew between the data stream corresponding to the first PHY and the data stream corresponding to each PHY in the first FlexE group after the deskew is performed is zero, the receiving device restores a data stream corresponding to a client from a PHY in a second FlexE group so that flexibility of adjusting a PHY in a FlexE group in a working state is improved.

A method and apparatus for transmitting a service flow based on a flexible Ethernet, where a bandwidth resource corresponding to a bundling group (BG) of a flexible Ethernet is divided into M timeslots, service data of a service flow is encapsulated in N timeslots in the M timeslots, and the method includes: when a first PHY in the BG fails, determining, based on a preconfigured first timeslot configuration table (TCT), a target timeslot (TTS) in the N timeslots that is mapped to the first PHY; searching the M timeslots for an idle timeslot (ITS) based on the first TCT; adjusting the first TCT when a quantity of ITSs is greater than or equal to a quantity of TTSs, so that all the N timeslots are mapped to PHYs other than the first PHY; and transmitting the service flow by using the mapped PHYs of the bundling group.

A transmit-end device may generate an optical transport network (OTN) encapsulated signal carrying service data, and generate at least n FlexO (flexible optical transport network) frames based on the OTN encapsulated signal and send the at least n FlexO frames, where r FlexO frames in the at least n FlexO frames carry service check data, and the service check data may be used to restore the service data when bit error rates of k FlexO frames are greater than a reference bit error rate. In this way, if no more than r physical ports included in a FlexO group interface fail, or a bit error rate of no more than r FlexO frames is greater than the reference bit error rate due to another reason, a receive-end device may restore the service data through a received FlexO frame.
