The method further comprises creating a charging entry for provision of the requested content, the charging entry dividing charging for provision of the requested content between vendors identified in the retrieved charging policy and a subscriber account associated with the UE in accordance with the retrieved policy.

One embodiment comprises a network element of a Packet-Switched (PS) network that serves mobile User Equipment (UE). The network element receives a data flow of packets for a download of content requested by the UE, and identifies supplemental content in the data flow not requested by the UE, such as advertising content. The network element generates a charging request, inserts charging information for the supplemental content in the charging request, and transmits the charging request to a charging system so that the supplemental content can be charged separately from other content of the data flow.

The addition of peering policy criteria, such as price and quality of service, to peer to peer route discovery mechanisms enable a trusted intermediary, such as the settlement clearinghouse, to authorize acceptable interconnection or peering sessions between anonymous IP peers. Any financial settlement transactions which result from the peering sessions may be subsequently executed by the settlement clearinghouse.

System and method for providing multi-provider telecommunications services over a passive optical network

A method for providing access to a passive optical network for services to homes or businesses from two or more telecommunications service providers and a billing means is described. A first service provider connects to a point of presence at one side of passive optical network. The provider transmits the appropriate services through this network to an authorization receiver. The authorization receiver is used to receive a periodic authorization code from the network provider to enable the appropriate services from the service provider to be transmitted to a subscriber at a home or business. The authorization receiver enables an optical fiber path to be established for the services to flow to and from the home or business. The authorization code that is transmitted through the network also provides an unambiguous means to provide a billing record such that the service provider can be billed by the network provider on an individual service address connected basis in conjunction with a record of houses passed and not yet connected.
