This disclosure relates to decentralized computing networks, architectures and techniques for collecting, analyzing, and processing data over multiple channels. A decentralized computing network comprises a plurality of computing nodes, each of which is dedicated to analyzing and processing events for a particular channel corresponding to a geographic region. Each node of the decentralized computing network can operate independently to process channel analysis data for a corresponding channel. The decentralized configuration of the nodes enables efficient processing of data collected over large geographic areas, increases the reliability of the system, and facilitates easy scaling of the system. Other embodiments are disclosed herein as well.
SYSTEM AND METHOD FOR DEFERRED DELIVERY OF CONTENT BASED ON CONGESTION IN A NETWORK ENVIRONMENT
A method is provided in one example embodiment and may include receiving congestion information for an environment in which a user equipment (UE) is operating; receiving a first request to deliver content to the UE; determining that the environment in which the UE is operating is experiencing congestion based, at least in part, on the congestion information; determining a re-try interval based, at least in part, on the congestion information; and deferring delivery of the content to the UE until the re-try interval has expired. In one example embodiment, the method can include provisioning one or more policy rules for a service data flow associated with the content and communicating the indication indicating that delivery of the content has been deferred to a charging system to set charging information for at least one of a user associated with the UE or a provider of the content.

In one embodiment, a method of serving media includes receiving a request to serve a cacheable media content to a user equipment at a second media server deployed in a second layer2 access network. The request is received around when the user equipment is handed-off from a first layer2 node in a first layer2 access network to a second layer2 node in the second layer2 access network and when a streaming session of the cacheable media content to the user equipment from a first media server is terminated. The method further includes determining if the cacheable media content is stored in a cache of the second media server, and serving the cacheable media content from the cache of the second media server to the user equipment if the media content is stored in the cache of the second media server.

The method further includes, in response to a determination that the data usage by the user during the period of time satisfies the data-usage threshold: (1) reducing the quality of service for the user for one or more features of the plurality of features, and (2) providing the one or more features to the user at the reduced quality of service.
METHOD AND APPARATUS FOR CHARGING OPERATIONS IN A COMMUNICATION NETWORK
Methods and apparatus for supporting customer charging in 5G networks are provided. Monitoring functions are instantiated at selected network locations for tracking access to network services. The monitoring functions provide charging information for use in customer billing. A customer can enter a service level agreement with a particular customized method of charging for service usage, and the monitoring functions can be customized to provide charging information according to the service level agreement. Charging can vary based on factors such as time of day, network congestion, service traffic characteristics, and geographic location. Charging can be reduced by a customer voluntarily reducing service quality, and/or if access is through a Wi-Fi network. Customers can dynamically control traffic to control charging. Charging rates under high-demand conditions can be negotiated via bidding. User-in-the-loop charging can be performed.
