A method of operating a user equipment (UE) includes storing a previous layer 3 (L3) filtered measurement result; receiving L3 filtering configuration information including a first filter coefficient value (k) and a first filtering window value; identifying a generation time instance of the previous L3 filtered measurement result; identifying the first filter coefficient value (k) and the first filtering window value included in the L3 filtering configuration information; in response to receiving a latest measurement result from a lower layer, determining whether the generation time instance of the previous L3 filtered measurement result was obtained within a time window that is a function of a first time instance and a second time instance; and performing an L3 filtering operation to trigger a measurement report based on a result of the determination.

The present disclosure discloses a method and device in UE and base station used for wireless communications. A UE transmits a first radio signal, the first radio signal indicating a first reference signal out of M reference signals; and monitors a first signaling in each of W time-frequency resource block(s). Herein, at least one reference signal of the M reference signals is transmitted by a first serving cell, and the first serving cell is not added by the UE; the UE assumes that a transmission antenna port of the first signaling is Quasi-Co-Located with a transmission antenna port of the first reference signal; W is a positive integer, and M is a positive integer greater than 1. Such method can be employed to avoid delay and service interruption brought about by cell handover.

The disclosure generally relates to various methods to increase network coverage for a Voice-over-Internet Protocol (VoIP) session between a first user equipment (UE) and a second UE. In an aspect, a first and second UEs negotiate a codec configuration to use in the VoIP session, transmits, to the second UE, a maximum end-to-end packet loss rate (PLR) that the first UE can tolerate for received media given the negotiated codec configuration, receives, from the second UE, a maximum end-to-end PLR that the second UE can tolerate for received media given the negotiated codec configuration, and determines a distribution of the maximum end-to-end PLRs among respective uplinks and downlinks at the first UE and the second UE.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may transmit, to a base station, a beam measurement report associated with a serving beam of the UE.
