The method generally includes determining a counter downlink assignment index (cDAI) to be included in each of a plurality of downlink control information (DCI), each of a first subset of the plurality of DCI being on a control channel, and each of a second subset of the plurality of DCI being on a data channel, each of the first subset of the plurality of DCI scheduling one of the data channels, and wherein each of the control channels and the data channels is on a cell of a plurality of cells, the determination of the cDAIs being based on order of the cell, with respect to the plurality of cells, on which each of the cDAIs is to be transmitted; generating and outputting for transmission the control channels and data channels in accordance with the determination.

The method includes receiving, by the UE from a base station (BS), a plurality of codewords through a plurality of downlink frequency bands related to a plurality of downlink carriers, wherein the UE is configured with a 1-codeword mode or a 2-codeword mode for each of the plurality of downlink frequency bands independently, and wherein a number of supported codewords is one for the 1-codeword mode or two for the 2-codeword mode; determining, by the UE, a total number of ACK/NACK bits, wherein the total number of ACK/NACK bits is determined based on a total number of the plurality of downlink carriers and the number of supported codewords; and generating, by the UE, a sequence of the ACK/NACK bits based on the total number of the ACK/NACK bits.

In some systems, a user equipment (UE) may receive a downlink control message from a base station scheduling multiple downlink messages and indicating a first offset for communicating a first feedback message of multiple feedback messages including feedback information for the multiple downlink messages. The UE may additionally receive, from the base station, a second offset for communicating the remaining feedback messages of the multiple feedback messages after communicating the first feedback message. The UE may transmit the first feedback message a quantity of resources equal to the first offset after receiving a first downlink message. The UE may then transmit the remaining feedback messages a quantity of resources equal to the second offset after transmitting the first feedback message. Each of the feedback messages may include feedback information for one downlink message.
