A system for allocating resources in a communications network includes a plurality of access points and a central controller in communication with the plurality of access points. Each access point in the plurality of access points is in communication with one or more user devices. The central controller is configured to receive traffic information and channel information for access pointuser device links in the communications network. The central controller is also configured to determine a joint resource allocation based at least in part on the received traffic and channel information and at least in part on an algorithm. The central controller is further configured to transmit the joint resource allocation to the plurality of access points, where the joint resource allocation comprises spectrum allocation, user association, and power allocation.

A method for controlling interference includes: dividing a control region in a time domain transmission unit to obtain first and second power regions, the transmission power of the first power region being higher than that of the second power region; dividing all current channels to obtain first and second channel groups; transmitting data carried by all the channels included in the second channel group by means of the first power region, and transmitting data carried by all the channels included in the first channel group by means of the second power region. The method can greatly reduce interference to a PDSCH of a small cell from a PDCCH of a macro base station when the macro base station and the small cell use different parameter sets on the same carrier in a heterogeneous network, without reducing the spectrum utilization rates of the macro base station and the small cell.

The circuitry also obtains a desired communication quality for a secondary communication system, and determines available resources for the secondary communication system that result in an interference level below the interference tolerance of the primary communication system. The circuitry then allocates resources to the secondary communication system based on a comparison of an estimated communication quality of the secondary communication system if the available resources are used and the desired communication quality.

A method and apparatus are described for controlling uplink (UL) transmission power. A wireless transmit/receive unit (WTRU) may receive a configuration of UL subframe sets and maintain a plurality of transmit power control (TPC) command accumulator values that correspond to respective ones of the UL subframe sets. The WTRU may receive a TPC command in a subframe n of a downlink (DL) transmission, determine a subframe n+k of a UL transmission that the received TPC command corresponds to, determine which of the UL subframe sets the UL transmission subframe n+k belongs to, and adjust a TPC command accumulator value that corresponds to the determined UL subframe set to determine power of the UL transmission when transmitting in the UL transmission subframe, where n is an integer, and k is an integer greater than zero.
