Embodiments of the present application provide a non terrestrial communication network NTN handover method, a device, and a storage medium; and the method includes: a terminal device measuring channel measurement parameters and location measurement parameters of a current serving cell and at least one first adjacent cell; the terminal device sending the measurement results of the current serving cell and at least one second adjacent cell to a network device; where the second adjacent cell is an adjacent cell which satisfies a measurement reporting condition; where the measurement results are configured to instruct the network device to determine a target cell to be handed over for the terminal device; and the terminal device performs handover according to a handover command received, where the handover command is configured to instruct the terminal device to perform handover from the current serving cell to the target cell.

The satellite communication transceiver is configured to communicate directly with a target satellite providing a satellite communication data pathway with a satellite ground station connected to ground networks. The DA2GC transceiver is configured to communicate directly with a DA2GC ground station providing an DA2GC data pathway with the ground networks. The controller is configured to control handoff between the satellite communication transceiver and the DA2GC transceiver for data communications between the broadband communications system and the ground networks, based on performance of at least one of the satellite communication data pathway and the DA2GC data pathway.

A high-altitude platform (HAP) node provides communication service during an emergency. The HAP node uses a first network to provide communication services for handling calls initiated by at least one user equipment (UE). The HAP node detects that an emergency disruption has occurred that prevents the use of the first network. In response to detecting the occurrence of the emergency disruption, a mobile terminal (MT) in the HAP node searches for a second network able to accept emergency calls. The HAP node determines whether the second network will handle all calls initiated by the at least one UE or only emergency calls generated by the at least one UE. The HAP node handles the calls based on the determining and through the use of the second network.

The communication apparatus may perform uplink communication with the satellite based on obtained second location information. Accuracy of a location obtained based on the second location information is higher than accuracy of a location obtained based on the first location information. Based on this solution, required accuracy of location information of the satellite is different.
