The actuator member causes the drum to turn only when turning in the second turning direction.

The compartment with a dry-powder includes a cover encasing the dry-powder, whereby airflow through the device causes the elongated support panel to partially rotate repeatedly within the casing, whereby the plurality of needle-like structures strike the covered compartment, causing the dry-powder to be released into the airflow.
