In one embodiment, a personal care implement is disclosed. The personal care implement has an emitting end and an electromagnetic source for projecting electromagnetic radiation onto an area of skin to treat a skin condition. A light sensor is configured to sense an amount of ambient light present at the emitting end. A controller instructs the electromagnetic source to begin projecting only when the light sensor senses that the amount of ambient light at the emitting end is below a predefined threshold.

The device combines these two elements without sacrificing the effectiveness of either the mechanical cleansing/stimulation or optical stimulation by passing the light through the mechanical elements that are in contact with the skin. The light from the LEDs does not pass around the mechanical elements, such as around opaque brush fibers, but passes through the mechanical elements.

The external device includes a processor configured to use the subjective information and the objective sensor data in a decision matrix to issue commands to at least the treatment mechanism that correspond to treatment instructions based on the subjective information and the objective data. The treatment instructions include instructions related to controlling the treatment mechanism and its application of treatment to the tissue and a treatment duration.

A guard component is overmolded to the lamp assembly. In one embodiment, the oral treatment device may be a teeth whitening device.
