A cosmetic composition for improved penetration of skin active agents including about 0.1 to about 10 wt. % of C-glycoside; about 0.1 to about 5 wt. % of polyglyceryl-3 methylglucose distearate; about 0.1 to about 5 wt. % of sodium polyacrylate; and water, wherein the cosmetic composition is an oil-in-water emulsion, and all weight percentages are based on the total weight of the cosmetic composition. The present invention is direct to a hair care composition comprising from about 8 to about 17% of one or more surfactants; from about 0.1-0.25% of salicylate salts or acids; from about 0.1-0.25% of benzoate salts or acids wherein there is a weight ratio of about 1:1 to 2.5:1 for the salicylate salts or acids to sodium benzoate salts or acids.
