The water-in-oil emulsion cosmetic contains (a) a solid moisturizer, (b) a polyether-modified silicone, and (c) a silicone oil having a refractive index in the range from 1.380 to 1.420 at 25° C., wherein a moisturizer content is 22 mass % or more relative to the total amount of the cosmetic.
