An apparatus, system and method to purify water is disclosed. In addition, the apparatus, system and method can effectively discharge the brine effluent. The apparatus can comprise an offshore structure, wherein the offshore structure comprises a water intake device connected to a pre-desalination filters connected to a plurality of reverse osmosis filters in communication with a purified water line and effluent discharge device. A plurality of filters for filtering the water from the intake, filter the water to remove solid contaminated before running the filtered water through the reverse osmosis system to the discharge device and purified water lines. Herein also disclosed is a wastewater discharge system. In an embodiment, the system comprises a control panel that controls, the offshore structure plurality of filters, plurality of reverse osmosis filters, purified water line and effluent discharge device, to achieve favorable water purification. Herein also described is a method that utilizes the apparatus and/or system disclosed herein. In an embodiment, the method comprises: obtaining an offshore structure comprising a water purification system, flowing water into an inlet device, pumping the water through a filtration system, flowing the filtered water through a plurality of reverse osmosis filters; flowing purified water through a purified water line; and flowing discharge effluent through a discharge device.

Provided is a facilitated CO.sub.2 transport membrane having improved CO.sub.2 permeance and improved CO.sub.2 selective permeability. The facilitated CO.sub.2 transport membrane includes a separation-functional membrane comprising a hydrophilic polymer gel membrane which contains a CO.sub.2 carrier and a CO.sub.2 hydration catalyst, wherein the hydrophilic polymer is a copolymer including a first structural unit derived from an acrylic acid cesium salt or an acrylic acid rubidium salt and a second structural unit derived from vinyl alcohol. More preferably, the CO.sub.2 hydration catalyst has catalytic activity at a temperature of 100° C. or higher.

The facilitated CO.sub.2 transport membrane includes a separation-functional membrane comprising a hydrophilic polymer gel membrane which contains a CO.sub.2 carrier and a CO.sub.2 hydration catalyst, wherein the hydrophilic polymer is a copolymer including a first structural unit derived from an acrylic acid cesium salt or an acrylic acid rubidium salt and a second structural unit derived from vinyl alcohol. More preferably, the CO.sub.2 hydration catalyst has catalytic activity at a temperature of 100° C. or higher.

In one aspect, a mass exchanger having an air inlet, air outlet, airflow generator, and a tubular membrane assembly. The tubular membrane assembly includes an inlet header, an outlet header, and a plurality of tubular membranes. The tubular membranes have side walls configured to facilitate mass transfer between air contacting the tubular membranes and working fluid in the tubular membranes. The inlet header includes an inlet header body having inlet header body openings with inlet end portions of the tubular membranes extending in the inlet header body openings and inlet header potting connecting the inlet end portions of the tubular membranes to the header body. The outlet header includes an outlet header body having outlet header body openings with outlet end portions of the tubular membranes extending in the outlet header body openings and outlet header potting connecting the outlet end portions of the tubular membranes to the header body.
