The mandrel, the wrap ply, the first radius filler, and the second radius filler are consolidated to from the bladder mandrel package.

The position detecting method includes: an imaging step of taking, by an imaging portion, a captured image of the reinforced fiber just after the reinforced fiber is wound around a hoop layer illuminated with oblique light by a lighting assembly, the imaging portion having an optical axis set at the same angle as an optical axis of the lighting assembly around a central axis of the liner; and a detecting step of detecting the winding position of the reinforced fiber based on the number of high intensity pixels or the number of low intensity pixels in each pixel column arranged in an axial direction of the liner in the binarized captured image.

As such, each of the plurality of pultruded rods is received within the enclosed primary outer casing and secured therein via a first resin material. Further, an arrangement of the plurality of pultruded rods within the primary outer casing and a relationship of a maximum dimension of each of the plurality of pultruded rods and a maximum dimension of the enclosed primary outer casing are configured to maximize flexibility of the rotor blade component.
