The air blower generates an air pressure and dispenses air through the one or more nozzles while the treatment fluid is dispensed through the one or nozzles. The dispensing of air and treatment fluid dispenses the treatment fluid in a mist, fog, or spray to a surface. A method for dispensing a treatment fluid is also provided. The method includes generating an electrically charged treatment fluid and dispensing the electrically charged treatment fluid from the one or more nozzles to a surface.
