In some embodiments, devices further include: an insert disc having a top surface and a bottom surface, where the insert is positioned between the base upper opening and the fabric and where the insert includes, a washboard surface along the top surface and a soaking tray surface along the bottom surface. A portable cleaner can be inserted into a pocket or a bag and removes unwanted substances, such as dust, from clothes or surroundings.
