The apparatus includes a vessel containing a vacuum and an activating arrangement configured to allow air to be sucked into the vessel from the location where the device is activated. The activating arrangement can be provided with audible and/or visible indicators to show that the apparatus has been activated. A cover can optionally be affixed to the top of the apparatus as a decorative feature and/or to provide an air-tight seal after activation. Adhesive labels and/or writeable surfaces can be provided on the apparatus to indicate the location, date, and/or other information pertaining to where/when the apparatus was activated.
