The component (A) is mixture of 5-chloro-2-methyl-4-isothiazolin-3-one (Cl-MIT) and 2-methyl-4-isothiazolin-3-one (MIT), the component (B) is chloramine compound, the component (C) is stabilized bromide, and the component (D) is glutaraldehyde.

At this time, whether to shift from the first process to the second process is determined on the basis of the organic substance concentration in the dissolution water, and whether to start feeding the ozone water to the separation membrane is determined on the basis of the dissolved ozone concentration in the dissolution water. Therefore, even when the organic substance concentration in the dissolution water varies depending on the MBR operation conditions, the treatment times in the first process and the second process can be optimized.

A non-oxidizing, buffered disinfectant concentrate is provided to be included in a solution used to disinfect a membrane. The solution applied to the membrane is configured to have a pH that is compatible with the membrane. The disinfectant concentrate includes an aqueous solvent; a hydrotrope; a strong acid surface cleanser; a biocidal active, preferably, at least two biocidal actives; a buffer agent; and, optionally, an anionic surfactant. The biodical active may be selected to function both as a biocide and as a weak acid/buffer combination. A disinfectant solution applied to the membrane includes from about 0.1 wt % to about 3.5 wt % of this disinfectant concentrate.
